Waiting over 10 minutes for someone to load

Seems to happen about 1 week. Can we please make LoL have a minimum requirement or possibly group all of these folks together.

I'm also pretty sure he will join the game very very late, most likely when we are level 6 if at all. Every time this happens, this is the result.

Yep ***** has quit.. took 10 min for him to load or the game to let us in..
