Was Lucian broken or was the Korean build broken and thus why he got nerfs? Or was it both?

The range nerf on the Q was needed.

He is meant to be short ranged but mobile, but his Q was hitting people behind their minions while they were trying to farm. everyone except Caitlyn which was why she was so important. Now I can farm and Lucian actually has to move towards me to hit me with the Q putting himself into danger, that is just a better play pattern for him.

lucian has always been pretty fair and is easy to counter. people spamming korean builds most likely did the trick

The Korean build for Lucian was not fair. His ult applyed on hit effects such as black cleaver's armor shred and then Youmuus gave him more armor shred and better stats. It was too strong.

Black Clever isn't an on hit effect, it's on AD damage. His ult applies multiple instances of damage and so should proc multiple instances of Clever. Darius's passive does the same thing.

The Korean built was strong on Lucian because it was cost efficient and provided him with a much earlier and stronger power-spike. As a caster ADC Lucian receives less benefit than other ADCs from attack speed and more from CDR. That increased the relative worth of both Clever and Ghostblade. The two item powerspike provided by that on Lucians kit is stronger than a (different or otherwise) two item build on other ADCs. That's why the build was so dominant.

Somebody said Lucian has always been fair and easy to counter. In pro play that's not true and he has been one of the trickiest to balance as a result. Lucian was dominant in recent times because of his Korean build, but also because he didn't have much weakness. The combination of his ability range, wave clear, damage from passive and mobility.

Did he get nerfed from the build or the kit? It was both. His kit had little weakness and the build was more efficient on him than it should be.
