Is not playing Jungle a bannable offense?

Just played a game of Normal Draft with a group of 3 guys. I was sup as Zilean with the other solo on bot as jhin. Didn't notice till the game started that our assigned jungle player instead went riven top lane and doubled with kled, meaning we had no jungler. She also swapped off her smite. The third guy, Ryze mid, actually played his role. Is this a bannable/reportable offense? By that I mean signing up to be a jungler in a Draft matchup then refusing to jungle by taking off your smite and never actually jungling?
Not to mention the Riven basically told us to cry about it and tried to use the classic "It's just norms" excuse.

If Kled was fine with sharing the lane with Riven I doubt it's bannable. But if he wasn't fine with it, then it's griefing, which is bannable offense.

Not punishable in any way, meta is not enforced.

Usually the people losing their minds about it do far more harm than people playing offmeta.

It is bannable. Not going to assigned role in draft is bannable offense.

No jg and 2 top while people would take a camp every now and then used to be meta.

No, you have to go into the draft accepting that you were placed jungle but you can make strategic decisions going forward. Like a top laner who got dumpstered in lane might want to go bot lane against vayne braum and punish their low wave clear with allied lux ezreal and trade the tower before going top to safely farm at the tier 2 tower and maybe get gromp wolves if they're lucky or a mid laner might want to dodge out of mid, as kat, against ziggs to roam. But what is important is that you show a real want to win the game and the weirder your strategy is the more explaining you have to do and maybe pings aren't enough.

I mean. You actually may as wel have a duo top and a duo bot each with smite and take jungle camps for extra carry gold.

The entire role is fucked. If you aren’t hard farming while invading atleast 3 camps you are always 3 levels behind top and mid. And if you do invade 3+ camps you now have a 450 gold bounty per clear.

Off Meta sometimes suits the match - if you've got a powerful premade on top(for example Zoe and Lux), which suits eachother well, it can work out However, in this situation. No. This is pure, and hard griefing. Unless the enemy teams jungler bailed to top, I would never personally do this since it puts the team at an INCREDIBLE disadvantage for baron/dragon/rift, and prevents our team from stealing it easily. The fact they told you to "cry about it" shows their toxic nature

Unfortunately, riot will not do anything.

EDIT: Read down, I would like to reiterate on my point. Two top can snowball extremely early, but can be a disadvantage towards the end(cs bounty ect) and as said, if the enemy jungler doesnt bail top its just a 2v1 all game, which may lead to you and your other teammate being 1-2 levels behind(and gold splitting, which is all types of fckery)

For example, on how off meta is good, Crit Heca w/ ms in urf(support) Stattik, Ghostblade + Ghost, Predator. 1200 m/s at level 10, 25% crit by default, can go to 50% with phantom dance. You quickly go from early game easy kill from stomping at 6
