Low levels stuck in normal queues?

I find it is frustrating for everyone involved when a low level (5-20) is queued in a normal game with high levels. I was just in a norms draft game where a level 7 was put in our game of lvl 100+ all at or above gold rank. This is annoying for teammates because they get someone no where NEAR their skill level, and annoying for the new player because they are shoved into a match that knows for a fact they will get destroyed. Is this just a random, unfortunate event, or do low levels actually get thrown into games with regular players now? I feel like that could seriously impact the rise of the playerbase.

I had a match where a lvl 23 on the enemy team completely destroyed the lvl 100 that was on my team. Lvls literally have nothing to do with skill.

No one here will admit it, but yeah it's a problem. While lvls mean very little, new players can get matched against challenger players (though when I started new with a friend the highest opponent I got was only grandmaster). While levels may not mean a lot, when you're NEW they absolutely do.
