Can we at least lower Viktor's E's mana cost?

With Viktor's lazor getting its base damage lowered pushing him even more into a hypercarry teamfight mage, can the lazor at least cost less mana? Viktor's early game is already hard to play aggressive with due to sheer mana cost of the lazor and its cooldown. with the ability itself being weaker a small mana cost buff would be nice. Just a thought.
