When is it ok to take Ignite Top?
I'd like to know, when is it ok to choose
over
if you're playing top lane? Should you only do it if the mid laner takes TP? Is it just personal preference?

If you are on a super snowbally top laner and going into a good matchup for you, then I would take it. If you are at all worried about winning your lane or are playing a Tank/Splitpusher then TP is better
Take ignite if you're playing someone with high kill potential, like Riven, Fiora, Pantheon, etc. If you're a splitpusher like Tryndamere or Trundle, you want TP. If you're a tank like Shen or Nautilus, you want TP.
I always take ignite as Teemo top because the enemy most likely will bring some sort of sustain to counter me.
When you are Quinn
makes it okay....
I would say, if your champion is a lane bully [Garen, Darius, Pantheon, Riven, Fiora ect.] you should take ignite an try to trade and shove your laner an force them to TP back or walk.
Ignite is for the major offensive. Your job upon taking ignite is to make the enemy laner several levels behind to cause them to be useless mid game.
TP is meant for the defensive and search for openings. A good top laner with TP should rarely be in lane outside of farming, and pushing lanes. Nasus, Trydastupid, Shen, Malphite, Moakai. An most tanks need TP to suprise engage an get kills.
Also, taking exhaust if you have a powerful gank jungler is also a good option, since you can help peel for your carry later.
Against people that heal a lot like Vlad and Mundo, or against tanky champions when playing as a champion that focuses on killing the enemy laner a lot.
If you need to stomp lane, take ignite. If you can stomp lane without ignite, take TP.
