I would Nerf his W movement speed and his passive shield from 10 seconds to 6 seconds.

Drop the mana bar.

How has a power bar.

If played passively he will build enough power to use Q every 30 seconds. Gains bonus power when attacking/being attacked.

E is now cost-free W slowly drains power . Grants more MS/AS at higher power levels, as well as draining faster. It'll match a point where he gains as much as he uses to give him a semi-perma buff.

Ulti's passive generates power on discharge.

Passive shield changed. Now grants a shield equal to 20% missing Hp when damage taken is higher than 15% current HP. If proc'ed under 20% Hp it short fuses and goes on cooldown(after applying the shield).

30 second cd on Q...wtf...

If he plays passivly. If he's landing AA's, which if he has Relic Shield he will once in a while. Landing a good grab and getting in some AA's will also reward him with more power.

A lot of Blitz's power is that he can just sit in a spot and zone out half the screen. If he misses a Q in lane and uses up most of his power, that's a lot of time where the lane is now very much in the other team's favor. Sure it works this way now too. But he really doesn't have mana problems to begin with. All he needs is one regen item. It's also not like you'll be pushing Q off CD, nor should you.

Once he gets his ult and doesn't use the active he can generation more power every 2.5 seconds from the discharge. The ult can also grant more to his max power per rank. Say he starts with 50. Generating 1 per second. Q would have to cost 30. Every rank in R adds 25 to his max power. The cost difference in Q may sound a bit much. Currently it takes about half his mana to cast it at level 1. But his regen/cost is much less efficient. It would probably need tweaking.

Only thing I'd really worry about is his shield. Unsure if my suggestion is OP, Up or just right. I tried to think of a way to keep it in line with the massive shielding he can get in game. But since he is able to build more HP in place of mana he gets both the shield and higher HP. So it can't be too strong. It would probably require the most testing and balancing.

So his Q has a longer cooldown than his ultimate...makes sense.

If he is overly passive. Sitting in a bush and doing very little outside of pushing Q till you land it will make it so he can't do that as often. And once he gets his ulti, the extra power gained from the discharge will quicken his gains.

If he becomes manaless something would have to give. And as it is, only two things he has are really effected by mana. His Q cost and his passive. Rest of his kit hardly costs much and he's not often in a situation when he cannot cast his R since it gets used early in a fight for the burst. Unless you're maybe facing a Kat or something.

Champions that are mana gated from one ability usually end up being a pain to balance as well. Kassadin probably being the worst.

Perhaps his playstyle at lower levels is sitting in a bush and pushing Q but anyone with common sense can just last hit safely behind minions, he really is not that difficult to beat in lane.

uhmm def not the way you propose.. I wouldn't nerf blitz w.o compensation but his AP Ratios are quite rediculous

Honestly he should not even be building any ap... Sure you can gib people but his combo is almost never enough to kill and he is extremely unreliable if he cannot soak damage.

I think we've all seen a blitz 100% a squishy with a grab ulti

Yeah if the squishy has built 0 mr and blitzcrank is roughly 3-5 levels ahead and about 2-3 core items ahead of the squishy...

Sure, because then he's a str8-up squishy and the player he killed doesn't have a single defensive item.

remove passive damage from Ulti.

I would make his Q his ult, make the passive of his ult a part of his passive, and buff his base stats greatly to compensate for weaker laning. His new Q could be whatever, but something like his ult (AoE channel interrupt) would be useful to keep him from feeling too different.

God no..

Q needs an actual cast time. For how fast and punishing it is, it shouldn't be harder to avoid than Thresh and Morgana's Q's.

Lowering the duration of his passive shield isn't a bad idea.

The duration on his W is also pretty long as well, and with CDR, it can be up nearly all the time. It used to slow him down for a while after it ended, so if that were ever to be added back in (which I highly doubt), it would make the Blitzcrank player think before using it.
