Question about Legend: Alacrity

For the 3% AS + 1.5% for every stack ...I had a question...

At the end of the description sentence it says "and minion kills" ...I just want to clarify ...does this mean minor minion kills or siege minion kills? It just seems a little strange that a small minion kill grants the same 1.5% bonus as a takedown or epic monster would grant......

Am I missing something or did Riot mean to type "siege minions"?...
