Let me put it into the exact kind of spectrum that would warrant punishment, if you are an adc, and you are afk pushing bot while your team is ahead, run away when they try to group with you, tell them to leave you alone, and do not participate in a single team fight for your own single minded attitude, then you deserve to have a punishment dealt to you. Unfortunately While yes you may not be able to discern weather or not someones team is to blame or they are, you can definitely tell who the main issue was by checking the in game data, such as gold earned, kill participation, and seeing the points of the game where people died and who was in which fight. If this was a top lane standard and your team was winning then by all means, but when you're asked to group repeatedly and there's chat logs to prove it, and you can see them ignoring or refusing verbally, then they do indeed deserve a punishment for putting their own team at a disadvantage. Even if you disagree with me, if you had anyone on your team that was splitting and losing you the game because they would not group with you no matter what, you would 100% wish you could report them for not communicating and cooperating with your team then. Its really not that challenging to find out if someone is blatantly ignoring their team with all the resources available to riot, and no one can really argue that simple fact, a multi billion dollar company should be able to enforce proper game play in a ranked environment atleast that's not alot to ask for in my opinion.
