Why are Ziggs buffs not in effect? 10.2

The buffs given to Ziggs in 10.2 are not yet recognized by the game, I also looked at a few other champions in game and their buffs are not showing either. Is this normal? When can we expect the changes to actually take place? For reference I am looking at the ability information while in my games and the buffs are not listed in ability descriptions. It is current 1/22/2020, 2:08PM (Pacific time)
