Can dragon take more time to kill?

I think it would tone down the snowballing a tad. I just hate it when my jungled is doing Krugs and by the time it takes to get to dragon it's already done. Thoughts?

Dragon already takes more and more time to kill as a team accumulates them; for every dragon your team slays, you deal reduced damage and take increased damage from subsequent dragons.
