CC Mustang1 votesits just a client. HOWEVER If you have a PBE account and log into the alpha client you get Acess to the PBE Alpha aka the features of PBE and the upcoming update to the alpha client all in one.

Air is a framework created by Adobe. That is what the current League client runs on. The new one uses web based languages HTML/JS/CSS but they also said they are using C++ for the core functionality.
It's all developer related stuff and unless you know a bit about coding, don't expect to understand as an end user. The major difference you will see is the UI, functionality and performance.
Slythion1 votesit's a new client they are building which is actually meant to handle millions of players, while the current one was never designed to uphold a community as large as the one league has now
also, it's a lot more modern and cool looking!
