Should Flash even be a summoner spell?

Let's be honest with ourselves. In almost every game, will be in one slot reserved for our summoner spells. There are exceptions, such as the typical Shaco jungle player that takes and . However, it would be so foolish not to take flash at all. Some people have argued that the game is balanced around the availability of flash. We all use it, so why does it have to be a summoner spell? I am not suggesting that Riot flat completely remove this sacred treasure. Holy crap this game would be entirely something else if that was the case. I think Riot Games should test out the usage of flash as an in-game 5th ability for every champ. Then again, maybe they have by now and were like, "Wow this shit is so stupidly broken! Let's not change this shit!"
