I can't seem to do that well with him.

I W > Q > aa, then E if they try to hard engage, but the problem is facing off against champs like twitch and Kalista who just do a lot of rapid sustained crit damage, I cant compete with that at all, or am I somehow missing things? once he unloads his combo, its like a full 8 seconds before I can use that again, and it takes about 3 seconds for a rapid aa crit adc champ like twitch to just delete someone in that time period.

He does heavy single target damage, sure, but in a team fight I can really only focus on a single person.

Also Braum's shield blocks all my abilities apparently.

Braum's shield does, yeah. They'll still do (reduced) damage to him, but they won't pass through.

As far as your problems with the carries... Against champions like that, Ezreal needs to stay way back and snipe. Patience is key. In these matchups, don't think of your E is a "get out of engage" tool, think of it as a last ditch panic button. Fight with jabs and keep them at distance, rather than standing and punching. Unfortunately that's the only way to deal with champions like Twitch and Kalista as Ezreal.
