Question on armor and armor pen

So let's say champion 1 has 50 armor. If champion 2 has 50 armor pen does that mean champion 2 does true damage to champion 1?

And what if champion 2 has 60 armor pen? Does champ2 do extra damage to champ1?

You can't do more than true dmg iirc

With armor pen you cannot take them below 0 armor, but at 0 I think it is true damage yes.

BUT with armor reduction you can take them below 0 and I do think it causes increased damage.
