I was playing a game as jungle Sion the other day when I noticed that neither cinderhulk nor the ramp up damage where activating while I was fighting dragon. Is this a bug or is this intended? Because it seems like a bug. no idea what the conditions of this bug would be, maybe its just Sion. Can somebody look into this?

Try reading the patch notes and\or item descriptions.

UNIQUE - IMMOLATE: Deals 15 (+0.6 per champion level) magic damage per second to nearby enemies. Deals 100% more damage against monsters.

Nowhere in this item description does it say it ramps up over time.

It used to ramp up before last patch and the ramp up icon is still in the game. Sorry if this annoyed you. Still doesn't answer my question.
