here's a way to fix frost queen
if you used a spell, and that spell killed a minion, while STILL hitting the enemy champion within a 0.5 seconds window, then it won't be put into a cooldown.
why would you ask?
because as a poky support, there's nothing i hate more than disabling the passive just because i was doing my job, poking someone, and every 3-4 minutes or so, i have to atleast kill 1 minion in the process, a 10-15% of enemy adc health for 1 minion is worth it.
