TFW Graves is able to clear blue buff, red buff, and another camp to get to 3 and ganks your lane with full health and all 3 of his health pots left. Balance.

A good Lee Sin with CDR in his runes can do this too. Warwick can do this too. Fiddlesticks can do this too.
A lot of junglers can also do this if played properly.
If your good enough, a ton of champs can do this. I can full clear (including one scuttler) with Kha'Zix and be able to gank, without using any pots.
