[Runes Reforged]: Nimbus Cloak

Alrighty, we have a new rune on the PBE as of 5/7. This rune is in Tier 2 of the Sorcery Tree, unfortunately a Rune had to be removed.

[What was Removed?]: The Ultimate Hat Your Ultimate Cooldown is reduced by 5%. each time you cast your Ultimate, the Cooldown is Further reduced.

According to RicklessAbandon, the rune will Still be in the game. However it will be moved into the Domination Tree. "I didn't work on that set of changes, but essentially we're "moving" it to domination, and filling the sorcery gap with a new rune."

I don't have that much to say here about the Nimbus Cloak, Although I can see some champions like Darius Benefiting off of that rune if use in tandem with Phase Rush. Speaking of which, Phase Rush was also given a 10% Buff to it's movespeed early on as well. As for the Ultimate Hat being removed from this Path, I'm unsure as to why that was the rune chosen to be moved. If you ask me, I felt like Ultimate Hat was perfect for the Sorcery Path since alot of mages & some Supports could use it.
