I'm just curious. I get paying for pages with the old system since the runes themselves costed IP/RP but now that runes are free for everyone, why aren't the pages?
We can change them whenever we want so not being able to save multiple setups is just a huge inconvenience.
Convenience. You do not, and will never, need more than two rune pages in the current system. However, if you want more, the option to buy them is on the table. Therefore, you pay for convenience. That's how a business works.
