I do it once in a while just for fun. It works, but the problem is, he has no impact and starts to fall off in terms of farming. You either win if your team is winning, or you lose if your team is losing, and there's nothing you can do about it to change that.
It does work, but if you want to offmeta jungle I would highly recommend Leona over Taric.

8.5AD. 17% Attack Speed. 9Armor. 4MR 10% scaling CDR.
Run Fervor if youre going to be dueling a lot. Run Thunderlords, if they have a lot of accessible squishies. Run CoC if a fighter/assassin is a bad choice for the matchup, and you need to just go pure tank.
If you start Blue team(top, right side Nexus). you have two possible routes. #1 Blue>Gromp>Wolves>Red>Gank>Golems or gank mid>Recall. or #2 Red(With a softleash/no smite)>Immediate gank top>skirmish at enemy blue buff>Scuttle>recall>Blue>Gromp>Wolves.
If you start Red team(Bottom, left side of the map.). #1 Full leashed/no smite Red>Gank mid>Wolves>Blue>Gromp>Gank Top>Scuttle/recall. or #2 Start at enemy red>immediately gank top>Blue>Gromp>Wolves>Red>recall.
All these routes ensure you recall with enough gold to upgrade your Machete into, 99% of the time, Red Smite. With the exception of route #2 for Blue team, being dependent on you getting atleast a firstblood assist on your top lane gank. Typically the gank is successful though. The only thing that's really going to escape you is something running Ghost+Flash.
Standard item build for her would be. Cinderhulk Defensive boots if you aren't ahead. Sorc boots if your pressing a lead. Mobility boots for being the primary engage on your team. Sheen into any of the 3 options depending on what makes sense with the matchup. Hextech Gunblade(Make Sheen first, but finish Gunblade before you upgrade your Sheen). Next, finish Sheens upgrade if you're ahead and pressing a lead, otherwise start your first defensive item. Knights Vow or Spirit Visage depending on what you need first. After that, your filler items are Abyssal, Warmogs, Randuins, Titanic Hydra, Dead Mans plate.

think ill give this a go i like the sound of it
It only falls off in terms of farming if you don't go cinderhulk or you're not maxing E.
Even with CH and E maxed. He still lacks the mobility to keep up, and has terrible last hit potential on minion waves during fights/skirmishes. Enemy jungler typically starts running circles around you farm wise once early game is over.
Also his jungle clear is 100% dependent on having Blue buff, which can be a enormous problem if you cant get your first blue.
