Vlad counters any champion

Just as the title says, vlad counters any champion in the game that could possibly go mid. There is nothing to do against him besides lose the lane and gank side lanes. If he goes against an ap champion mid he simply rushes spectre's cowl and enjoys his free farm lane without fear of rebuke. Same goes for any ad champion in the game that could feasibly be taken mid except he builds seekers armguard instead of cowl first. No clue what steps they might take to fix this without tweaking the item system again. Ap has way too many choices at the moment and the ad pathing is linear as fuck. Gg riot. Fix your game.
