Singed is missing some kit

It seems like so many champs have so many options for interact with the enemy... One really simple QOL buff to singed is to give him some ghosting. He literally has to walk through minions to farm them, but then he gets stuck and can't get away from the enemy champion.

Here's a (long) list of champions that are ghosted in their kit:

You can find five of these guys commonly in top lane; and another five commonly in your lane as junglers.

I just don't understand how Singed is supposed outplay the enemy. He's not fast enough to run around/away, and he has to engage the enemy to farm.

Some other suggestions that would have a great impact on his gameplay: 2. speed up the cast time on his goo. Also, give his goo damage, perhaps applying his Q. This will help him farm and interact with the enemy by interrupting backs etc. 3. A range increase on his fling. So many toplaners get a range increase in one of their abilities... come to mind. Even Garen gets to run faster when he uses his Q. Singed's Fling is literally the same as his auto attack range. This guy can literally do no damage infront of his auto attack range.

Also why does he have a shield? That has never made sense to me.
