Blitz should loose his knockup.
Blitz isnt op, but he is really, really annoying to play against. If he didnt have a knockup, you could at least have a decent chance of getting away, and he could get more power in a less toxic form.

If you remove the only CC he can effictively and 100% of the time land (if he is melee range) then his pick rate would go 0 for everybody above bronze.
The chance of not landing claw is what makes his pick rate so low in higher league's anyway, same with lee sin, thresh and all other skillshot dependent champs.
You don't land the needed skillshot in that certain fight you have just threw the game out your own hands
Take the E and put a slow on it instead of a knockup I think that could help atleast you would be able to flash to escape instead of getting half your hp gone before flashing.
He's OP when your laning against someone that helps you work with his strengths AND against people that aren't really paying attention.
Your ADC has to wave clear quickly to give you opportunities to grab, and they have to be unaware that they have nothing blocking the grab.
If they are just blatantly not paying attention to you in the bush, or walk over to ward it while you're in there and get hooked, they are bad. You cannot rate a champion against people who out right don't pay attention to a long range cc ability.
My experiences against "good" people as Blitzcrank are almost always negative. They will never put themselves in a position to get grabbed until they have a kill combo on me or my adc, and hooking and booping someone to save your adc is only mildly annoying to them.
Constantly stalking the forward bush also gets you in trouble when you get ganked.
Overall, he is what he is. Blitzcrank doesn't get LCS picks or bans because he's unreliable. There are steel wall strategies in laning to cs and engage without being a pull victim.
Or you could pick 
and laugh your ass off when he pulls you and fucks his team.
