I used to see every jungler building that item even before the smite enchantment, but now it seems to be forgotten. Is it because it is underpowered and not worth purchasing or it's just underrated?
It is very situational. If your early clear isn't safe enough to start with refillable it is a decently priced investment. However many of the champs that start refillable have such good clears and sustain in the jg that by spending their gold on combat stats they get just as much sustain in the jg as well as a better clear and more pressure. It is just a very situational buy, mostly on champs that really depend on the sustain to clear.
I think 3 pots is VASTLY superior to this in every way.
