Suggestion to change/buff Evelynn's Hate Spike
Hate Spike feels really weak for AP Eve compared to Ravage for AD Eve. For AD Evelynn, Ravage chunk's an enemy's health and then gives Evelynn an attack speed steroid. AD Eve players can make use of all of her abilities + Auto Attacks while AP Evelynn players Don't get anything out of an attack speed buff or auto attacks, which is a lot.
Hate spike can be seen as offering low cooldowns, high AP scalings, and the ability to quickly proc spell effects but I feel it suffers from the same problem Aurelion Sol does. The only Spell effects are
. With Spellvamp almost non-existant and Gunblade taking too long to complete just to offer 1/3 healing from hate spike because it's AoE, there's no sustain outside of

There's also the problem of Hate Spike being a mana sink. With 36 Mana cost at Rank 5, you can't split push a lane and say for sure that you'll have mana to fight if someone shows up. Meanwhile for AD Evelynn, you have access to

and you don't even need to use Ravage at all to push so you can save your mana.
I suggest that every 3rd Hate Spike can offer a boost. Either:

After 3 Hate Spikes, Evelynn can cast Hate spike for no cost (or half cost) within 2 seconds. [This guarantees that Eve at least Hate Spikes 3 times before getting the cost reduction.]

Every 3rd Hate spike will increase Hate Spike's damage by 50% [This is similar to Jax. This can reward players for sticking around in a fight.]

Every 3rd Hate Spike will slow enemies by X% for 0.75 seconds. [This can help AP Evelynn's kiting power without Rylai's.]
