As we can see, the passive nerf plus new price tag on his core item cripple his peformace, is this on your radar? If possible, buff his MS to AD ratio or buff item 3057's base AD ratio to 1.25 or 1.5. A better idea is to make his passive give him base AD instead of bonus AD, then he could keep his live ratio and still manage to receive a significant buff since he'll boost item 3078 damage.

I tried hecarim during patch 5.24 and you basically run out of mana even with blue buff. It's simply impossibe to play him early, all you can do is auto-attack. And then you have to build him full mana or you still can't do anything.

I usually build item 1041 and then go to item 3078, but even then it's really hard to keep up.
