Just checked pbe and saw this Thunder lord's Decree (Cunning, tier 6) Cooldown now 25-15 seconds based on level from 20 seconds

well basic attack champs should not even use it anyway. frevor is for them. however. it should be an option for some outliers. basic attacks are fine. however it shouldn't be proccd by abilities with multiple ticks or basic attacks that have empowers that make it count twice.
