Can something be done about the ever increasing amount of dodges?

There are situations where a dodge is understandable; Your cat is having a seizure and you want to save people the time of having to just remake because you are preoccupied right now. Stuff like this.

But more and more it is starting to look like people are dodging over the slightest thing not going their way. Especially so in normals and ARAM. Champ got banned? Dodge. Someone picked something you don't like to play against? Dodge. Not primary role? Dodge. Someone firstpicked your champ? Dodge. Out of rerolls and got something melee? Dodge.

10+ minute total waiting times are not normal.
