Warrior enchantment

So I recently noticed that every jungle enchantment besides warrior gets a free passive either an on hit one or an effect that strengthens them one way or another.

I thought maybe none ad champs had to pay more for their jungle item or something hence why they get a free passive but nope, no extra cost on their jungle items. Infact devourer costs 175 gold less than all of them while being the most effective/broken jungle item late game thanks to it's synergy with guinsoo's rageblade.

So this brings us to the question as to why everybody is always complaining about AD or assassin junglers when riot is clearly favoring on hit hybrid, AP, and tank junglers a lot more.

Why is this stuff allowed to go unnoticed? I get that AD midlane assassins or marksmen have great AD items but that shouldn't damage the AD junglers in the process. Why is an ad jungler's core item made so weak instead of other items being more balanced?

"b-b-but you get 60 AD" Yeah, 60 AD and 10% cooldown, for the price of an AP jungler getting 60 AP, 7% movement speed, and a mini Luden's Echo passive with a mana regen passive when you're clearning jungle camps.

How is this fair then? How come we don't get an enchantment that synergises with our build like devourer junglers get with guinsoo, or how AP get Runic basically dealing a free mini burst depending on how much AP you have, or how cinderhulk deals consistent burn damage so they won't have to worry about building much damage for farming and can just farm the jungle by standing near a camp.

This isn't some whiney qq rant bullshit, I can handle myself in the jungle and don't need riot to finger my ass. I'm just legitimately curious as to why this ok with everybody. Like, the absolute LEAST you can do is nerf these passives or increase the cost on their jungle items. Either that or give AD junglers something to synergies with our enchantment like everybody else.

If I had to guess it's because AD junglers tend to be tankier and have generally better items to chose from where as AP junglers (and champs in general) have like 8 items to chose from unless they want to do some experimental build. If you want a full AD/AS jungler you get devour unless you're behind. If you want jungle items but just want some bonus stats then it's decent. It arguably provides more early than Ludens/Cinderhulk/Devour.

IMO it could do with a buff, so hopefully it does get worked with.

P.S. I build it on Taric jungle because Devour on him is dumb, you get Sunfire so cinderhulk is out, and Runic is just super awkward on him and doesn't work well. Plus he autos a good amount and most of his spells rely on CD, so it's pretty good.

two of the items already have a weak version of an existing passive. cinderhulk and runic. why would you nerf the passives even more?
