runic armor "shield, healing, regeneration, and lifesteal on you are 8% stronger" morgana's passive gives her spell vamp scaling with level up to 20%
does runic armor affect morgana's passive? i'd assume not since runic armor does not specify that however since all other forms of spell vamp were removed, it might have just been a result of the item update
I think spellvamp goes under healing, aka it affects spellvamp.
it does i enjoy running it on morg mid although its kinda useless on morg suppotr cause u do 0dmg
yes and so does vampirism on the ferocity tree
and if you get 
it increase all forms of healing /regeneration
making it stronger
Can we buff Morgana's passive in some way? Perhaps give it AP scaling and remove the by-level scaling in exchange
Her sustain is based off a flat amount+ level if you add AP scaling your allowing for the reliable part of her kit to become dependent on items which makes it feast or famine. Duh
