Newer players should have all Rune slots unlocked

When I was just starting out, I felt it was really unfair that my opponent gets a noticeable built-in edge over me in base stats. When I did level up, I was only allowed to equip tier 1's into the few rune slots that I did have. I think it would make the game much more enjoyable for new players. I was flipping out back then about why more experienced players had an advantage over me just because they had runes (and masteries too). Or at least, instead of Runes, new players have preselected bonus base stats (like armor, mr, etc...) that they would normally get from runes. I do not smurfing btw, but this would just make learning the game easier, and give the new players a better time. Maybe just allow only tier 2 runes to be bought until they reach a certain level. Because Runes DO make a big difference.
