They made him an op skillfull champ not an op click to kill champ. If you are good you can get double the ap on q. That is very much a buff. The other changes were absolutely necessary anyways he could 1 shot anyone besides cho with 6 warmogs.

K, go into a match and tell me how many times 2 minions line up at low health with no other minion between them before one of them gets CSd by one of your creeps.

Plus its kind of a net nerf with the increased cooldown on his max level Q, Vei can now slightly more quickly stack until level 9, when mana is still a constraint. After that he stacks more slowly for the next 10-30 minutes.

it happens often if you use aa's to make it happen. plus if you are any good at stacking q's and cs'ing then you can one shot caster minions by 10 minutes. by 5 minutes you only need to aa 2 times on a minion and then q a weak one by it. i got bonus 150 ap from q after 30 minuutes.

Except for his stun, he was buffed. With his stun you just have to place stun around the target unless they have a flash (ie: Flash, Shunpo, Glacial Path, Playful/Trickster, etc.). As long as you know what you are doing and don't have an extremely low mmr like me where your teammates feed every lane, you should be fine.

Go play a champion before posting about him and making yourself look stupid. All you need is any mobility tool or T2 boots and it does not matter even if he lands it dead-center. And no stun, no Dark Matter. Veigar essentially lost 2 abilities against a competent opponent.
