They made him an op skillfull champ not an op click to kill champ. If you are good you can get double the ap on q. That is very much a buff. The other changes were absolutely necessary anyways he could 1 shot anyone besides cho with 6 warmogs.
Except for his stun, he was buffed. With his stun you just have to place stun around the target unless they have a flash (ie: Flash, Shunpo, Glacial Path, Playful/Trickster, etc.). As long as you know what you are doing and don't have an extremely low mmr like me where your teammates feed every lane, you should be fine.

Stun for the very slow non-mobile champs which is the meta right now. hahahaha sarcasm.
Why waste time with that whole "buff then nerf" process? Riot just cut to the chase.
