Riots decision in blancing the Game

I know that Balancing a big Game like League isn't easy and becaue of that why dosen't riot turn the the people who know everything about a champion when thei decide to nerf a champion. For example i will take the newest Evelynn nerf because i am a Evelynn main aswell.If you would have gone to the Reddit for Evelynn and asked there what to change i am sure alot of people would have given great sugestion,because the people who are on that reddit actually care about the champion and don't play her for freelo and thei can't play her when she is permabanned.So why not ask them wouldn't that make everything easier?
