Alistar's Heal

I feel like Alistar's heal is completely useless unless you are building some AP in which it can do some damage with your passive, but other than that is pretty bad. It should give a small movement speed boost to him and nearby allies. Like somewhere around 15% at level 1 and when maxed out up to a 70%. It will apply the movement speed buff for 3 seconds at all levels. (I've posted something about this before I just wanted to get it out there again because I still feel pretty strong about this)
