Ryze Ult Against ADCs...

New Ryze still has his "mana to AP" kit & none of his abilities are gated by natural CDR like his current ult, so technically, he still can be built takny after the update with items like . Unless you're referring to his removed Spell Vamp, then I guess that counts.
