so in my game there was this miss fortune MissFortune who was refusing to listen to the team yes i was saying things a litte harshly but she never left lane never partisipated in team fights no helping to poke or to kill after pokeing saying i am bad even tho she didnt know that you didnt farm ALL game. As you can see i am pretty fustrated on how people that dont know how to play the game can still be level 30 there should be a requirement to get lvel 30 like you have to have atlease 100 wins(not a big task) or 100 games played at least just to prevent new players to spend money get XP boost and then get level 30 and play with all the other level 30's.

~ side note this is my idea don't go to the comments and be like this so bad you stupid but constructive critisism is goo so what do you think i could add or take from this idea and is it good do you agree?~

So you don't want people to reach level 30 unless they play 100 games? Seems like a bad idea. Getting to level 30 is already enough of an unenjoyable grind.

If Riot wants new players to be better at the game, it should give them masteries, runes and summoner spells right off the bat, so people can start learning how to play properly at level 1 instead of having to wait over 20 levels.

Sounds like you need to quit being toxic. Just because you didn't agree with her tactics, she still proved useful by farming to get more money, pushing a lane, and forcing someone to come stop her, or she pushes it all the way.

Player level doesn't equal skill level, it never will.

Player level is nothing but a learning/psychological tool for Riot to ease people into playing league and keep them hooked on the experience due to time invested and accumulated rewards.

It's not something that needs extra bullshit added on to it, it needs to be reduced or even removed entirely so we can get a better player experience out of it.
