Jax would be slightly unaffected by this change, losing a moderate amount of mobility for escapes or generally hopping over walls. He may or may not require buffs as his disengage will be much weaker.
Lee however, would be greatly affected. Everyone understands that late game, Lee is ass and is reliant on getting his team a pick. What everyone does not understand is that without wards, his engage path becomes highly predictable, especially against champs that can halt him midway. This change would also make him far more reliant on his Q than before and his W feel like a burden and only useful for the secondary cast lifesteal effect. His Q will become not only his main source of damage, but his only engage as well, forcing him into a very binary behaviour pattern.
I know many like to make the argument that Kat can no longer ward hop, but she recieved compensation for that change in the form of her daggers; by picking one up, her E CD is heavily reduced, allowing her to, essentially, be even more mobile than before. She also still retains the ability to wall hop, albeit requiring a fair bit of positioning to get correctly.
Then there is the argument regarding Braum. Why can't he? His main job is to peel and protect, so it makes quite a bit of sense for him to jump to allies.
