People keep saying Vladimir is going to become OP-like just because Rylai's now has this major CC threat attached to his Tides of Blood. it is now getting a 1-second slow, which at best can be cast every 2.7 seconds.

Is that really scary? Naw, this was scary... Skarner

Vladimir : 1/2.7ths AoE permaslow at FULL CDR. Skarner : AoE Permaslow, almost no matter how he built. Vladimir : 40% slow (with Rylai's) Skarner : 40% slow (with level 5 of Crystal Slash, his first max anyways). Vladimir Builds Rylai's, sacrifices early game to get it Skarner Builds Trinity Force, sacrifices... well, nothing.

And so, there you have it.

... Wait a sec.

How did Skarner never get that permaslow nerfed before the rework, again? I mean, on paper, it's just kinda OMGWTFOP, but if you took it into a game, it was kinda STILLOMGWTFOP!!!?!?!

Oh, and this was back when the game didn't have assassins with 3 slows, a stun, 2 dashes, and a rewind AoE nuke.

Only time will tell but he is currently doing fairly well and it only needs to be one little change to change a champ a lot. Example? Smite Mid Ezreal

Except the fact Skarner had to get in melee range and then his first Q didn't slow anyway.

Have you seen Skarner in the last ~5 months? Because I've seen him only in my champion pool.
