Did Ziggs get nerfed again?

His Q seems to be very unreliable now. I can aim it perfectly and it will bounce over the other champ. It seems to me that all somebody has to do to dodge it is move in any direction and it misses. Because of the delay, it's very easy to dodge. Did something change or has it been like that for awhile?

They reduced the explosion radius. It's hilariously easy to dodge now. Just play Xerath he's much better

ahh, I'll buy him then and try him out. Think I'm going to move Ziggs to the do not play list.
