I don't think that would address the inherent issues that make her so frustratingly difficult to play against.
If anything - her mana constraints should be spread between both her ranged and melee forms, because as it stands - she can volume of fire throw spears (which still do respectable damage) and through the utility of Hunt giving both TRUE SIGHT and bonus movement speeds towards targets - her resourceless cat form basically equates to a virtually guaranteed follow up of burst damage.
And if on the defensive - she can pounce away, utilizing the bonus 10% MS from Hunt to further gain ground away from her would-be pursuers when traveling through brush.
If she had to bear in mind the costs of not just engaging in cat form - but also escaping; her oppressive style of zoning with limited personal cost would have larger windows of opportunity for enemies to capitalize on her weakness if she mindlessly spams spells (missing them) or as is the standard of her new-found power in the jungle - ridiculous mobility to pressure multiple lanes in quick succession.
