Not able to spectate a friend

Recently my friend started playing league, he is level 11. So I wanted to spectate his games in order to give him advice on rotations, map awareness, builds, etc. However, when I went into my friends list there were spectate buttons for everyone else, but not him. Does anyone know why this is? Is it just because he is not level 30? Thanks for the help!
