Been watching a few matches of high rank 
and have been noticing that when they do krugs they do the large and medium, and then leave... is there something I am missing that they are inclined to do so instead of clearing fully?
A lot of junglers generally don't finish krugs. The big Krug is the only one that actually gives enough EXP and Gold to be worth the amount of time it takes. You still have to kill the first medium krug to get the camp to respawn.
They'd rather get a move on literally anything: next camp, gank lane, be in position to counter gank, secure dragon. Just moving across the map is more valuable by itself unless you specifically need a little more to buy something.

the camp will die and respawn if you only clear the first 2 it takes too long to do the entire thing so thats a good way to get some value out of it without wasting time
By the time Taliyah gets to small it's usually a time waster. Her cooldowns are long and she has better XP to pick up.
I Krugs on nearly every champ. Pyke times pretty well for the small krugs, because his third E is up about the same time as you get the last 4 Small krugs, so I just sweep them up in a E, and then head to Scuttle.
