Fiora has that "hit the weak spot for true damage", Skarner has his mini-dominion, Garen has that annoying villain system.
What's next, will Annie have to find the 5 pieces of Tibbers that are scattered throughout the map before having the ability to use her ult?
Suddenly the line "ave you seen my bear Tibbers" makes sense!
Why do the reworked champions have a gimmick?
Having signature fighting styles is a great way to separate different characters in a memorable way.
It's good for people playing against such a champion because it's easy to remember what there kit is about. It's good for playing with the champion because it's easy to remember what there kit is all about. It's good for deciding what champion to pick because you can easily associate their play-style when browsing through champions via their signature style.
Better than having to remember champions as spreedsheet data through tiny differences in scaling, damage, defense, mobility, range, CC, etc. at any rate.

except for small differences, garen and darius occupied pretty much the same role and almost played the same. now garen is a champion whos good at shutting down snowballing assassins and carries by 1v1ing the villain.
darius is good in skirmishes where he can create situations where he can spread the bleed and get chain dunks going to finish off a teamfight. extended fights against darius are supposed to escalate in his advantage while garen is more focused on nuking a single priority target as quickly as possible.
Because it adds a level of interest, it helps adjust the power budget, and it allows for more tuning.
Giving Fiora %health true damage is not a good idea. Now make it so that she has to work for it, and it becomes a lot more manageable. Giving Skarner raw numbers doesn't help his problem. Giving him a way and place where he dominates, and theres a unique solution. Playing with Garen's damage alone isn't the ideal solution. So throw him a means that will actually make him a threat to be feared.
I dislike the gimmicks too. Rek'sai and Skarner now both have a "Stand-On" gimmick, a totally boring and slow gimmick where, instead of attacking (like clearing a ward or a Teemo shroom) you just stand around like a dolt on a point for awhile until something changes. I hate the gimmick and wish it would go away to something that feels more active and less like leaving you a sitting duck.
Fiora is so annoying the play against now. She dashes all over the damn place and when you see her annoying passive pop up on you you just know your about to get chunked. Her dmg is so high, shes got some mobility and she can make herself immune to CC. Her kit went from being meh to over-loaded and numbers over-tuned. Oh, and if she taps someone and her team kills that person they get an insane Janna heal. I miss the old Fiora ult so much.
I don't mind Garens villain system. As someone who plays a lot of top I sometimes lose games where I'm doing well but the mid or adc are fed out of their mind and nothing can be done. Garen's villain system lets me shut down that fed enemy. My main qualm with Garen is they took a champion that had an incredibly strong laning phase and gave him serious late-game damage. So you win your lane by showing up as Garen and then you have an enormous impact in late game due to your high probability to kill the opposing teams most ahead player. 5.16 has been a terrible patch. I never thought I would but I'm looking at HotS and DotA more and more.
At its core, League is about fighting and killing enemies. But there are more ways to do that than just run at them. Having a distinct playstyle gives you a reason to play a certain champion over any other champ, makes them more skillful, and gives them a unique likable character.
