Zephyr Optional Item Reworks
Dear Riot,
Zephyr aways had a place in my heart (simply because the name is awesome) and yet you decided to remove it. If it had felt like a trap to players why not rework it instead? Give it some special ability and boost the stats (and the cost).
I have a couple of suggestions:

Option 1**

UNIQUE Passive: Spellblade: After using an ability, your next basic attack deals bonus physical damage equal to your base Attack Damage + 1x(Bonus% AS) + 0.1xMS (2 second cooldown).
Recipe gives 10% MS and 5AD + Passive upgrade. ( you can price it)
Meaning with Zephyr alone (Champ with 330 Base MS) your Spellblade does: Base AA + 50 + 0.1x363= Base AA + 86.3 bonus dmg. (You can make it so it just counts bonus AS from items and their abilities and not passive growth or abilities of champions as that will make it broken)
This will make the item a viable buy for anyone who relies on AS/MS and benefits from CDR.

Essentially the item will be another Trinity that offers more AS + CDR instead of HP+Crit
Also good thematically as more MS/AS(speed ~ wind) = More DMG (The numbers can be tweeked to meet balance)

UNIQUE Passive: Inner storm: When you stop moving the wind inside you builds up to a raging storm seeking release - When perfoming no actions (attacks/spells/movement) your champion builds up 2 stacks of Inner storm every second up to 16 stacks. Each stack gives 4AP, 2%AS and 1%MS and you loose 2 stacks per second when you resume action.
Recipe gives 5% MS and 20AP + Passive
Did it with 16 stacks instead of 8 so it refreshes every 0.5 sec. Again numbers can be tweeked to meet balance.
This will be a pretty cool passive for perfoming ambushes/flanking in team fights or charging an objective right before it's taken. Extra 64AP, 32% AS and 16% MS that degrades over 8 sec (Ah that beautiful geometric progression) and will really feel like having the help of a wind deity at hand. (it bothers me that it will work well with teemo but i can overlook that)

UNIQUE passive: Auto attacks do a bonus 15 + (0.15 x Bonus AD) Physical dmg on hit.

if you feel the item is OP (only 10% CDR) but that will be just like the old zephyr but with DMG on hit instead of tenacity.

UNIQUE Passive: Wind dancer(Melee only): As you duel the wind around you gets excited giving rise to a gale that speeds you up and protects you from outside influence. Basic attacks against enemy champions grant a stack of wind dancer up to 4 stacks each stack lasts 3 seconds. Every wind dancer stack gives you 15 movement speed and 2.5% DMG reduction from anyone who is not in 350 Range around you.
Recipe gives 10% MS + Passive change/upgrade
Overall a good combination of stats and a better Rage passive that can make you really sticky and harder to burst if you are dueling a tank while their ADC/APC is alive. Also having some cool animation of a wind in a circle around you will look amazing.

UNIQUE passive: Wind blade: Speed is strenght at least when wind is concerned. Your basic attacks do 15 + 0.1 x MS bonus magic DMG
Example with 330 base MS (363 with zephyr) = 15 + (0.1x363) = 51.3 magic DMG on hit.
Recipe gives 5% AS, 10% MS and upgraded passive
Please do consider those even if they are tweeked I would be very happy to see Zephyr return in the Rift.
