Add a summoner spell cooldown reduction of a set amount for the summoner you used a shard to switch to. And the ability to reduce the cooldown of your current summoner spell by a set amount for the cost of a summoner shard.

12 second hexflash with lucidity boots, as well. I'm not sure why Annie, Swain, Syndra, etc aren't abusing this waaaay more often. It is very easy to do this a couple times while people are grouped up.

Because damage is just too good right now. I've played a ton of Unsealed Spellbook Annie and here's my analysis:
Having Flash up more often IS valuable. However, you're trading a damage keystone for 25% Summoner Spell CDR. With Cosmic Insight + Lucidity, you can have 40% Summoner CDR. This is GREAT for Annie SUPPORT where your flash stun initiation is more valuable than your actual damage. However, from a mid lane perspective, your team often relies on your for magic damage burst.
With that build, you lack a damage Keystone AND Sorcerer Shoes for 18 magic pen. It's better to just take Electrocute and just build Protobelt for more frequent initiation. Not to mention they just took off 5 AP from Inspiration anyway, so that doesn't help anything.
Ok sure but why2 votesIt's weird how Riot took a whole lot of utility runes and put them on other paths (E.g. Revitalise), but then they run out of ideas for Inspiration keystones and have to resort to that garbage

Just let you swap whenever your at the shop and each spell has its own cooldown, so if I use flash then switch flash out for ghost, ghost is up right away.

I would love this. Steal buff with smite start, back, swap smite to tp and when channeling, switch tp to ignite and cheese the top laner with level advantage and ignite lmao. Probably many other creative ways to use it too
