Why does Cassiopeia feel so unbelievably weak, particularly against AD assassins?

Just tried Cass and she seems unbelievably weak against Zed, Talon, or any other AD mids... all they have to do is get a Hexdrinker and they will pretty much kill her 1v1 anytime, no matter their skill level. What is wrong with Cass and is she getting reworked or are there any plans to bring her into a playable state? Yes, I know that there have been a couple pro picks with her on their team.. but if i recall correctly every single team who has picked her loses.

Cant kill ADC

Cant kill bruisers or juggernauts. We can kite them tho.
