Change Flasks passive to not Unique

So with mana pots out in season six it would be nice to see flask changed so that it becomes a very strong laning item that people with mana and sustain problems can use. The general idea of the change is to make it so the passive is not unique so that you can have more then one flask early and try to go for trades that would otherwise be too risky or too costly.
