Broken =/= Overpowered.
Overpowered is when a champion's kit is numerically too high. Hyperbole example, if Kha'Zix's Q had 10.0 AD ratio.
Underpowered is when a champion's kit is numerically too low. Hyperbole example, if Kha'Zix's Q had 0.1 AD ratio.
In either case all you need to do, is to change the AD ratio.
Broken is when a fundamental part of a champion's kit makes them impossible to balance without removing or reworking that problematic part. A broken champion can be either strong(OP) or weak(UP).
Kalista's passive is like that. Akali's passive is like that.
How about a rework before we buff that toxic champion
let that cancer rot.
