Anti Mobility disbale

Since nobody is really a fan of Vayne Kalista Riven Yasuo

But hard cc hurts immobile champs almost as much as the mobile ones.

Introducing the cc type Stall

Stalled champions have reduced range on dashes equal to the effects %

For example if TahmKench stalls riven by 25% for 3 seconds then riven's q only goes a distance of 190 instead of its normal 260.

Stall would finally force certain champions to be frugal with their mobility.

As for users I'm not really sure, perhaps champions such as Morgana Nautilus

Reducing range sounds needlessly annoying to play against. Range is a really, really important stat to how a champion feels, and it's one of the most jarring stats to screw with. If we can accomplish the goal without targeting spell ranges, we should.

If we're going to go for a specific anti-mobility mechanic, I'd much rather have "prevents champion from using a dash or blink for X seconds" instead of reducing range. It hurts mobile champions and gives options specifically against them just as well without being nearly as annoying.

They already have a mechanic like this in game, it's called a root. However the few champions that have this aren't exactly viable in their current state, so high mobility champs are just a problem until they release a champ with a viable kit that uses root cc to stop mobility. Also I think LB is the only one that had a good root, but they nerfed it because it was catching too many people off guard. Now making a slow reduce the distance traveled would make slows a much more valued effect, and could definitely counter high mobility much better.

I would much rather see more roots and silences in the game. The two really reduce mobility in general.
